Clery Act

What is the Clery Act?

Jeanne Clery, a Lehigh University Student, was raped and murdered in 1986 in her dorm room. The perpetrator was another student that she did not know. Her death caused a reform in campus security that mandates University’s alert people on campus of potential safety concerns, and provide information about crime statistics, security policy and procedure.

DRUG ABUSE AND ALCOHOL PREVENTION PROGRAM (DAAPP)

Choffin Career and Technical Center Adult Education is committed to maintaining a drug-free campus. Given this objective, the unlawful manufacture, distribution, dispensation, possession, or use of illegal drugs on its property or as part of any of its activities is strictly prohibited.

    • Annual Notification of DAAPP

      An annual notification will be sent to all students and employees. The notification will include:

      • Standards of conduct that clearly prohibit, at a minimum, the unlawful possession, use, or distribution of illicit drugs and alcohol by students and employees;
      • A description of appropriate legal sanctions for violation of local, state, or federal laws for the unlawful possession or distribution of illicit drugs and alcohol;
      • A description of the health risks associated with the abuse of illicit drugs or alcohol use.
      • A list of drug and alcohol programs (counseling, treatment, rehabilitation, and re-entry) that are available to employees or students;
      • A clear statement that Choffin Career and Technical Center will impose disciplinary sanctions on students and employees for violations of the standards of conduct and a description of those sanctions, up to and including expulsion or termination of employment and referral for prosecution.

    • Code of Conduct

      The Choffin Career and Technical Center strives to provide students with the opportunity and motivation to learn. Students attending our school have the right to expect educational opportunities free from disruption. This implies an obligation to be aware of the rights of others, to be responsible for maintaining acceptable behavior while attending school and all school related activities, and to be responsible for the consequences of their actions.

    • Notification of DAAPP

      Choffin Career and Technical Center Adult Education Programs will provide information through lecture-style presentations, printed materials, and website updates to all students and employees. Students and employees have multiple opportunities to access and review materials. Paper copies of all materials are available at the student or staff request.

      Students

      • Email - When admission applications are received. Students are emailed a copy of the Adult Education Catalog, which has the DAAPP policies.
      • Student Interviews - Prior to acceptance into programs, prospective students participate in individual interviews. During the interview, staff explain Choffin’s drug and alcohol policy.
      • Orientation - During the first week of classes, a review of the following documents is conducted by instructors: a) Adult Education Catalog, and b) Program Handbook. Special emphasis and time is spent on the Clery Act and Choffin DAAPP. Students signed a form kept on file by the program to attest they received and reviewed information in the catalog and handbook.
      • Learning Management System - Students have access to and are invited to join Choffin’s online Student Resource Center, which has Choffin CTC institutional policies, DAAPP, and Clery Act Information

      Employees

      • On-Boarding - upon hire, staff members sign acknowledgments that they received onboarding materials that include, but are not limited to: the Ohio Educators Code of Conduct, Ohio Ethics Law and Related Statutes, YCSD Policy and Staff Ethics, and YCSD Excellence and Expectations. Many of these materials includeYCSD DAAPP information and policies.
      • Program Orientation - New employees participate in orientation with their Program Director or the Director of Adult Education, in which policies and procedures are reviewed.
      • Learning Management System - Staff have access to and are invited to join Choffin’s online Student Resource Center, which has Choffin CTC institutional policies, DAAPP, and Clery Act Information
    • Biennial Review

      The Drug-Free Schools and Communities Act (DFSCA) articulated through Education Department General Administrative Regulations (EDGAR) Part 86, that institutions complete a biennial review. In compliance with the regulation, the Safety and Security Committee will meet needed changes, and 2) enforcement of sanctions. Measuring enforcement consistency is based upon the number of drug- and alcohol-related legal offenses and referrals for counseling and treatment of Choffin CTC Adult Education students and staff.
